Rules
1.1 The regatta will be governed by the 2005-2008 Racing Rules of Sailing, the prescriptions of US Sailing and the rules of CR914 Class, expect as noted in section 1.2 of these sailing instruction.
1.2 The RRS and Class Rules are amended as follows:
a) Rule 2 Fair Sailing. Sailors will exhibit sportsman like behavior at all times during this regatta. Any sailor deemed to be in violation of Rule 2 may be issued a warning by the race committee. Second infractions may result in disqualification from the event and points earned will be revoked.
b) Rule 31.1. Boats may hit marks without penalty. EXCEPTION Starting and finishing marks may not be while Starting or Finishing.
c) Rule E4.2(b) Outside Help. Boats aground or entangled may be freed by anyone.
d) Rule E4.5(b) is amended to read: While ashore or at the waters edge, boats may be adjusted, drained or repaired. They may have entangled objects removed and or batteries may be changed. They are not allowed, however, to change, reef or un-reef sails during the regatta. A damaged sail may be replaced with the approval of the RC.
e) Protests. If protested by another competitor, you may choose to do the following: Sail clear and complete a penalty turn consisting of one tack and one gybe OR, before you exit the water you alert the RC that you would like to retire from that race. You will receive a DNF. which can be thrown out OR, you can proceed to the protest hearing and if found to be at fault, will be awarded a DSQ which cannot be thrown out.
f) Rule E65, Protests. A competitor intending to protest another competitor must inform the RC immediately following the relevant race. A protest form is not required. The protest hearing will be conducted using the “Three minuet format”. One minuet for the person lodging the protest to be heard, one minuet for the offending boat to rebut and one minuet for the committee to issue its findings. The finding of the protest committee is final and cannot be appealed.
g) Bow bumpers are required in order to compete. Type and design will be limited to those approved by the class and be available from CPM at registration as well as during the event.
h) All boats will be measured to ensure compliance with class rules. A copy of the measurement form can be found by clicking here.
i) A five minuet hold may be requested by a competitor who is unable to make it to the starting line. One hold per competitor per day will be granted. The request MUST be made and ACKNOWLEGED by the RC before the starting sequence for that heat begins. No holds will be granted after the starting sequence has begun. You may attempt to repair your boat and re-join the race if possible.
ENTRY
To be eligible to race, competitors must be members in good standing of the CR914 class, be current members of the AMYA and have completed and submitted by the deadline an official entry form with all fees paid, and boats must comply with class rules as designated by the official measurement form.
FORMAT
Each skipper will be given a random seeding position (A, B or C) which will be issued at registration. This position will be used in the first of two seeding races to determine the initial placement for the start of racing. The better of the two scores will be used in your final score and can be thrown out.
SCORING
Scoring will be conducted using the “Heat Management System” or HMS. After seeding, fleet placement will be issued and racing will officially begin. Promotion of the top 4 boats in each heat (except A) and the relegation of the bottom 4 boats in each heat (except C) will begin and continue to the completion of racing on Sunday.
One throw out per 6 races will be awarded.
A DNF or DNS will be scored as number of boats in the sailed heat +1.
A DSQ will be scored as heat +15 (number not to exceed fleet +1) and cannot be thrown out.
CONTROL AREA
Unrestricted unless otherwise posted on the Official Notice Board.
THE COURSE
The course will be windward-leeward with an offset mark at both the weather and leeward marks.
Course color and number will be announced by the RC prior to the start of each sequence and will be identified as “once around or twice around” as wind conditions warrant.
Offset marks will be within the 4 boat length zone and will be considered “one mark”. Example: A boat entering the zone at the weather mark will not exit the zone until after rounding the offset mark. All mark rules apply until the boat has exited the zone.
Marks will be matched by color for start, weather and leeward marks. Offsets will not match.
LAUNCHING
The launching area will be at the pond “out fall” which is located near the bottom mark. The RC MAY call the next heat to the water and all competitors are requested to launch in this area and remain below the bottom mark and “off course” until called up to the starting line by the RC. The previous heat could still be “on course” and finishing when the next heat is called to the water by the RC.
STARTING
The starting line will be located just off the recovery dock in front of the control area. The round end rule will be in effect. The “I” flag will not be displayed. If a boat is OCS (on course side) of the starting line after the one minuet tape begins or before the start signal, the competitor must round either end of the starting line before returning to the starting area. Competitors failing to observe this rule will be awarded an OCS at the start signal and must re-start by rounding either end of the line.
Course boards may or may not be used at the discretion of the RC.
The start sequence will be announced by the RC prior to the start of the one minute tape.
FINISHING/RECOVERY
Boats that have finished in the top 4 of either C or B heats should remain on the water for the start of the next heat. The remaining competitors are asked to remove their boats at the recovery dock as soon as they have completed racing and turn off their electronics. If a competitor re-crosses the finish line, the RC may elect to award that finishing position. The recovery dock is limited to a capacity of 2-3 competitors at a time so please be mindful and do not overload the recovery dock.
TROPHIES
Trophies will be awarded to 1st thru 8th place. Additional trophies may be awarded.
CHANGES TO SAILING INSTRUCTIONS
Any changes to these sailing instructions will be posted on the Notice Board located at the RC tent no later than 8:30am each day. Announcements will also be made at the competitors meeting before the start of racing each day.
